He's about four feet tall with a rather substantial schnoz and definitely not from around here.
No, he's not Jimmy Durante's dwarf clone -- he's ZOOT MARLOWE, private eye alien from the planet T'toom, emulating Philip Marlowe and working the goofy streets (and beaches) of a wacky near future So Cal (or are 'wacky' and 'So Cal' redundant?). Zoot starred in a gnarly three-book series (Surfing Samurai Robots! Hawaiian U.F.O. Aliens! Tubular Android Superheroes!) from the warped pen of Mel Gilden.
Out of print for far too long, the series has recently been reprinted.
